User password versus owner password
The user password is what a reader needs to open the document. The owner password restricts permissions such as printing and copying, and many viewers treat it as optional.
Password protection is not the same as redaction: encrypted text can still be recovered by the password holder, so redact sensitive values before protecting the file.
